Airport transfer station

This is an age old problem. And it has nothing to do with the fact that the site is unmanned or open 24/7 or even the dumping of items that are supose to be taken to the landfill. This is clearly a capacity issue that stems from very poor planning and scheduling. There is 20 plus years of data on the tonnage by site, by month, by commodity that is collected. There is no reason the bins should be over flowing on a regular basis. This last go around there were employees at the site that were cleaning up, but they failed to adress the recycling on the ground. Even though there was an empty bin for it to be put into. These situations have nothing to do with the behavior of residents and everything to do with the management of the site. As you know, i am appreciative of the people and the effort it takes to get this right, and I know it can be done. I am hoping this is encouragement to look at the current process and change that to suit.
